That is the formation, after this war is ended, of a compact, an alliance, a league, a union call it what you will of free democratic nations, pledged to use their combined forces, diplomatic, economic, and military, against the beginning of war by any nation which has not previously submitted its cause to international inquiry, conciliation, arbitration, or judicial hearing.

The island of Polerone in the Malay Archipelago an old subject of contention was to be restored by Holland. There was to be full freedom of trade between the two Powers. The quarrels of the independent trading companies of each Power in Africa and the East Indies were not to involve war, but were to form subject of arbitration, and equitable settlement after a due interval.

Count Nigra expressed himself to me as personally most earnestly in favor of arbitration, but it was clear that his position was complicated by the relations of his country to Germany as one of the Triple Alliance; and the same difficulty was observable in the case of Count Welsersheimb, the representative of Austria, the third ally in the combination of which Germany is the head.

In the same manner as a Quaker proceeds with a Quaker in the case of any difference, he is led by his education and habits to proceed with others, who are not members of the same society. A Quaker seldom goes to law with a person of another denomination, till he has proposed arbitration. If the proposal be not accepted, the Quaker has then no remedy but the law.

None the less, the public realized that the principle of arbitration had given way to the principle of coercion. Soon after the United States had entered the Great War, the Government, under authority of an act of Congress, took over the management of all the interstate railroads, and the nation was launched upon a vast experiment destined to test the capacities of all the parties concerned.

Given control of the national and local government, the food supplies can be nationalized and more competitive State-owned industries established. And by labour administration of the arbitration court the prices and wages can be so adjusted that the worker can buy out of the market all that his labor put into it. "To the brothers in America I say, Go on.

Let me add, in a word, that the peace negotiations in no way compromised or affected the Monroe Doctrine, which stands as firm as ever, though much less important with the disappearance of any probable opposition to it; and that the prestige they brought smoothed the way for the one hopeful result of the Czar's Conference at The Hague, a response to the American proposal for a permanent International Court of Arbitration.

But here she divides her empire with free arbitration; and, although its laws are fixed, it is the mind that pronounces upon particular cases. The domain of mind extends as far as living nature goes, and it finishes only at the point at which organic life loses itself in unformed matter, at the point at which the animal forces cease to act.

The employers, say Le Rossignol and Stewart, "have come to realize that they might have lost more by strikes than they have ever lost by arbitration; and, since the workers have been dissatisfied, the employers are more disposed to stand by the act, or to maintain a neutral attitude, waiting to see what the workingmen will do."

For a time they still hoped that the Australian Boycott might save them from absolute disaster, and the Labor Ministry of New South Wales tried to help the Federation by making an appeal to the New Zealand Government to arrange an arbitration to settle the dispute between The Wellington Waterside Workers and the merchants and shipping companies.
