Dumany predicted for it a fair success. He prophesied the rente conversion scheme and the four per cent. bonds, and from this topic we diverged to politics. He was a very fair politician, and I was pleasantly impressed by the apparent interest which he took in Hungary. He admired Andrássy, and spoke well of his Bosnian policy.

With a rapid glance, he fell straight upon the Hungarian names which interested him Deak sometimes, sometimes Andrassy; and from a German paper he passed to an English, Spanish, or Italian one, making, as he said, a tour of Europe, acquainted as he was with almost all European languages.

Austria, with admirable spirit, determined to anticipate her turn to enter the lists of peace. Undismayed by Solferino and Sadowa, she had found her Antaeus in Andrassy. Her capital city was advancing with immense strides in beauty and extent. Geographically and ethnically it was, like the empire itself, a meeting-ground of north and south, east and west.

The setting up of dualism in 1867, which finally established the German-Magyar hegemony in Austria-Hungary in the interests of Prussia, was the work of two Magyars Julius Andrassy and Francis Deak, who took advantage of Austria's defeat at Sadova to further their interests. In 1870, when Vienna contemplated revenge against Prussia, the Magyars again intervened in favour of Prussia.

Here, amid all the glittering and bewildering splendor of tapestry, banners, dynastic colors, national flags, jewels, and innumerable heraldic devices, "the iron crown of Charlemagne," granted by Pope Sylvester II. in the year 1000, and called "the holy and apostolic crown," was placed by Count Andrassy upon the head of the Emperor Francis Joseph.

Among the sufferers was Count Andrassy himself, who lost valuable heirlooms from one of his country estates, including several Titians. In spite of that experience, Andrassy, refused to hide his possessions. He preferred the risk of losing them to showing fear, perhaps helping to start a panic. The Hungarian collection came near missing the Jason.

He had ruled the country for six consecutive years when he next went into retirement. He died shortly afterward, from the effect of a severe cold, aggravating an attack of gout, on April 19, 1881. Prince Bismarck in the foreground is shaking hands with Count Schuvaloff, while Count Andrassy stands beside them.

But to Beaconsfield and Bismarck and Andrassy, and the other plenipotentiaries who hastened to Berlin in June for conference, it was a very indiscreet proceeding, and must all be done over. Gortchakof was compelled to relinquish the advantages gained by Russia.

Bismarck, Francis Joseph, and Andrassy were swayed by differing motives whose total result was that Austria was to become a Balkan power the outpost of the German Drang nach Osten and that it was worth while making a greater Serbia impossible, even at the cost of increasing the number of Slavs in the Habsburg monarchy, which, now reenforced by the Ausgleich, could stand the strain of advancing democracy and the necessity, therefore, of granting further rights to the Slavs.

For us there was no way out of the war; we could only choose between fighting with Germany against the Entente, or fighting with the Entente against Germany until Germany herself gave way. A slight foretaste of what would have happened was given us through the separatist steps taken by Andrassy at the last moment.
