She busied herself scratching and amending her notes. The whole was thrown into such a snarl of interlineation, was so disfigured with revision, and the writing so started up the margins to get breath at the top, that I wondered how she could possibly bring a straight narrative out of the confusion. Yet here was a book growing up beneath my very nose.

On September 15th Government announced its intentions. During the suspensory period Government would introduce an Amending Bill. Mr. Asquith made a flattering reference to Sir Edward Carson's action in appealing to his organization for recruits, and admitted that "it might be said that the Ulstermen had been put at a disadvantage by the loyal and patriotic action which they had undertaken."

He means not to retract anything with regard to the expediency of amending the old confederation, and rejecting the new one totally; but only to make a proposition which he thinks comprehends the general idea of all parties.

The session of 1896 was largely devoted to the passing of a Bill for amending the Land Acts, and for further facilitating the conversion of occupying tenants into owners of their holdings. Whenever they shall grow weary of the existing Government, they can exercise their constitutional right of amending it, or their revolutionary right to dismember or overthrow it. I cannot be ignorant of the fact that many worthy and patriotic citizens are desirous of having the National Constitution amended.

The method of Theophrastus, as Casaubon said, was between the philosophical and the poetical. He described a quality, but he described it by personification, and his aim was the amending of men's manners. The twenty-eight chapters that have come down to us are probably no more than a fragment of a larger work. They describe vices, and not all of them.
