As far as experience goes, this sort of selection, however profitable, does not conduce to the production of improved races. Only temporary ameliorations are obtained, and the selection must be made in the same manner every year. Moreover the improvement is very limited and does not give any promise of further increase.

Thus matters hung in the balance; the masters could not reduce their slaves to complete subjection, though they put down some feeble and partial riots easily enough. The workers forced their masters to grant them ameliorations, real or imaginary, of their condition, but could not force freedom from them. At last came a great crash.

The higher officers had learned only too well to be mere automata; the ameliorations in the military organisation, on which Nicholas had always bestowed special attention, were found to exist for the most part only in the official reports; the shameful exploits of the commissariat department were such as to excite the indignation of those who had long lived in an atmosphere of official jobbery and peculation; and the finances, which people had generally supposed to be in a highly satisfactory condition, had become seriously crippled by the first great national effort.

This was plainly one of Foster's off days. The only wonder was he had not more of them. He sat in darkness, with few diversions, occupations, ameliorations. His mind churned mightily on the scanty materials that came his way. He founded big guesses on nothings; he raised vast speculative edifices on the slightest of premises. To dislike a man he could not even see!

With respect to the ameliorations which have already been effected in Paris, one may say that wonders have been accomplished, particularly in regard to cleansing and paving the streets, and in all possible cases opening and widening every available spot of ground, whereby a freer air could be admitted.

The best chance yet offered seems to be in the quiet working of Lord Ashbourne's Act, by which the tenant becomes the owner and the landlord is not despoiled. And certainly the crying need of the moment is legislative finality and political rest. Existing machinery is sufficient for all the agrarian ameliorations demanded.

"To recognize little states in our towns and countries would be the first step of organization; I believe it would be an easy one.... If each town had full power to tax itself for public purposes, a thousand civilizing ameliorations would be introduced.... If local institutions had been kept up in energy, the unhealthy buildings which now exist could never have arisen; there is at present an Augean stable to cleanse.... Look at the sellers in the street, look at the cab-drivers and their horses on a rainy day; what can be more barbarous than their exposure?... Nothing surely is more obvious than that in a city where thirty or forty thousand persons live all day under the sky, having no power to shelter themselves, there ought to be numerous covered piazzas, market-places, and sheds for cabriolets.

He successively called Turgot, Malesherbes, and Necker to the direction of affairs, each of whom undertook to effect ameliorations in that department of the government which had been the immediate object of his studies. Malesherbes, descended from a family in the law, inherited parliamentary virtues, and not parliamentary prejudices. To an independent mind, he united a noble heart.

The king was as hungry to find out everything that was going to happen during the next thirteen centuries as if he were expecting to live in them. From that time out, I prophesied myself bald-headed trying to supply the demand. I have done some indiscreet things in my day, but this thing of playing myself for a prophet was the worst. Still, it had its ameliorations.

THE MISTRESS. The reason they have not made more progress is that they have usually confined their individual efforts to one man; they are now organizing for a general campaign. THE FIRE-TENDER. I'm not sure but here is where the ameliorations of the conditions of life, which are called the comforts of this civilization, come in, after all, and distinguish the age above all others.
