This section of the country was now the Council City Precinct and Recording District, a subdivision of the Second Judicial Division, as designated by the Alaskan code. A United States commissioner, with liberal jurisdiction and a marshal at his back, supplanted our military tribunal and the mining recorder of the last year.
The rule of the Navy Department continued until 1884, then, although the warships still remained in Alaskan waters, by Act of Congress of May 17th, a form of civil government was granted, and the official Capital was placed at Sitka.
To a man living in the interior of Alaska, aware of the outfitting and transportation facilities which the large commerce of Fairbanks affords, aware of the navigable waterways that penetrate close to the foot-hills of the Alaskan range, aware also of the amenities of the interior slope with its dry, mild climate, its abundance of game and rich pasturage compared with the trackless, lifeless snows of the coast slopes, there seems a strange fatuity in the persistent efforts to approach the mountain from the southern side of the range.
After the adjournment of the Joint High Commission in 1899 the two countries agreed upon a temporary Alaskan boundary-line for purposes of administration, and it was not until early in 1903 that a treaty for the settlement of the dispute was arranged between Great Britain and the United States and accepted by Canada.
