Those who utter them seem, in their panic, not only to overlook the most obvious laws of the human mind, and the lights of experience, but to be almost unconscious of the great events connected with slavery, that are now passing around them in the world, and conspiring to bring about its early abrogation among all civilized and commercial nations.
The formal abrogation of the old régime counts for little so long as the examination system, with its demand for visible and measurable results and its implicit invitation to cram and cheat, is allowed to cast its deadly shadow on education as such, and so long as the whole system on which the young of all classes and grades are educated is favourable to self-deception on the part of the teacher and fatal to sincerity on the part of the child.
Our condition is one which is not to be tampered with, and the repeal of the treasury order, being something which government can do, and which will do good, the public voice is right in demanding that repeal. It is true, if repealed now, the relief will come late. Nevertheless its repeal or abrogation is a thing to be insisted on, and pursued, till it shall be accomplished.

In the German case, and even more in the Japanese case, the strength of the Imperial establishment lies in the unimpaired loyalty of the populace; which would remain nearly intact at the outset, and would thin out only by insensible degrees in the sequel; so that if only the Imperial establishment were left formally standing it would command the fealty of the common run in spite of any formal abrogation of its powers, and the course of things would, in effect, run as before the break.
