First came the "haute aristocratie" of the coupe, then the middle class of the interieure, and lastly, the tiers etat of the rotonde, with its melange of Jew money-lenders, under-officers and their wives, a Norman nurse with a high cap and a red jupe; while, to close the procession, a German student descended from the roof, with a beard, a blouse, and a meerschaum.

They used to be called together by the King, upon the most important affairs of state, like our Lords and Commons in parliament, and our Clergy in convocation. Our parliament is our states, and the French parliaments are only their courts of justice. The Tiers Etat was exactly our House of Commons, that is, the people, represented by deputies of their own choosing.

"One day the Prince de Conti came to me, to complain of the Queen's refusing to receive him, because he had expressed himself to the same effect as had the Comte d'Artois on the subject of the Tiers Etat. "'And does Your Highness, replied I, 'imagine that the Queen is less displeased with the conduct of the Comte d'Artois on that head than she is with you, Prince?

"And if Amiel has said, 'Un paysage est un état de l'âme, I may amend it by calling my soul a state of landscape, since it has been visited by your image." This was more reassuring, if exuberant. "Man is mere inert matter when born, but his soul is his own work. Hence, I assert: the Creator of man is man." Now she felt at ease.

Scarcely had I foreseen that France would possess citizens, than I wished to be one of these citizens myself, and I made unhesitatingly the sacrifice of all the rank and privileges that separated me from the nation: they cost me nothing; I aspired to be a deputy I was one. I sided with the tiers état, not from factious feeling, but from justice.

The atmosphere of these conferences imbued me; it created in me a state of mind which I shall call, for want of a better term, an 'état de grâce. Faith increased; doubts vanished. The value of Bakounin became clear to me. His personality enlarged. I saw that his strength was in the power of taking possession of human souls.

It is therefore clear that the clauses of the Act apply to all the Powers in the territories defined, and that the Act itself was not concerned with founding or regulating the system of Government of the International Association, which six months later took the name of the État Indépendant du Congo with His Majesty Ring Leopold II. as sovereign.

"Il me tard, Madame, que je sois en état de vous embrasser mil fois pour toute l'amitié que vous m'avez temoigné, qui m'est d'autant plus sensible que ma conduite envers vous l'avoit peu méritée; mais je sçauray si bien vivre avec vous

The enthusiasm prevailing at the opening of this assembly, and the debates between the Tiers Etat, the nobility, and even the clergy, daily increased the alarm of their Majesties, and all who were attached to the cause of monarchy. The Queen went to bed late, or rather she began to be unable to rest.

In October, 1914, two miles outside Ostend, I was arrested as a spy by the Belgians and marched through the streets in front of a gun in the hands of a very young and very nervous soldier. The Etat Major told me that German officers had been using American passports to enter the Allied lines and learn the numbers and disposition of troops.
