At the levee ships carried every flag on earth except that of the United States, and I was told that during a procession on the 22d of February, celebrating their emancipation from the despotism of the United States Government, only one national flag was shown from a house, and that the houses of Cuthbert Bullitt, on Lafayette Square.
Herr Winckelkopf shrugged his shoulders, and left the room, returning in a few minutes with a round cake of dynamite about the size of a penny, and a pretty little French clock, surmounted by an ormolu figure of Liberty trampling on the hydra of Despotism. Lord Arthur's face brightened up when he saw it. 'That is just what I want, he cried, 'and now tell me how it goes off.
Let us place at least one "barring out" upon record, in order to let the Radicals see, and seeing, hope, when they find how nearly extremes meet what a slight step there is from absolute despotism to absolute disorganisation.
It did more than this: it may be said to mark an era in the intellectual development of Massachusetts, for it shook to its centre that moral despotism which the pastors still kept almost unimpaired over the minds of their congregations, by demonstrating to the people the necessity of thinking for themselves.
The constant necessity of similar exertions would increase at once their energy and extent; so that rebellion itself is the parent and promoter of despotism. Sovereignty in India implies nothing else. For I know not how we can form an estimate of its powers, but from its visible effects; and those are everywhere the same, from Cabool to Assam.
The reins of government will be tossed to the populace, or else the populace, drunk with the conceit with which the Dantons and the Marats have filled it, will seize the reins by force. Chaos must follow, and a despotism of brutes and apes, a government of the whole by its lowest parts. It cannot endure, because unless a nation is ruled by its best elements it must wither and decay."
Men who have ascended into office through its gradations, or have been thrown upwards by accident, are apt to view others in a cloud of passions and politics. They who once commanded us by their eloquence, come at length to suspect the eloquent; and in their "pride of office" would now drive us by that single force of despotism which is the corruption of political power.
Associated, intelligent, political co-operation, is the educator which shall teach the people, that a true republic cannot exist until, in the minds of its leaders, every vestige of the spirit of despotism has been cast out. "In the accomplishment of this great political work, faith in the destiny of this republic, its people, and its mission, is to prove a most important factor.
It seems to me that no man can look abroad without saying no man of common sense, religious or irreligious, can look abroad without saying, "There must be some place where brilliant scoundrelism shall be arrested, where innocence shall get out from under the heel of despotism." Common fairness as well as eternal justice demands it.
The child Who is referred to is the Báb, the Primal Point, Who was in truth born from the Law of Muḥammad—that is to say, the Holy Reality, Who is the child and outcome of the Law of God, His mother, and Who is promised by that religion, finds a reality in the kingdom of that Law; but because of the despotism of the dragon the child was carried up to God.
