It is not German culture which is the source and centre of the ideas to which Great Britain is opposed: nor yet is it German militarism. Our real opponent is the system of training and education, out of which both German culture and German militarism spring. It is the organisation of German public life, and the "spiritual force" of which that organisation is the outward and visible expression.

It is the fashion to assume that militarism and cupidity are vices of the privileged classes, and that democracies may be trusted neither to plunder the minority at home nor to seek foreign adventures by unjust wars. There is not the slightest reason to accept either of these views. Political power is always abused; an unrepresented class is always plundered.

But it must also be noticed that the immense German propaganda in China during the first two years of the war, coupled with the successes won in Russia and elsewhere, powerfully impressed the population not so much because they were attracted by the feats of a Power that had enthroned militarism, but because they wrongly supposed that sooner or later the effects of this military display would be not only to secure the relaxation of the Japanese grip on the country but would compel the Powers to re-cast their pre-war policies in China and abandon their attempts at placing the country under financial supervision.

Leaving for Brest-Litovsk, it was our common opinion that there was no ground to believe that just this wave would sweep away the Austro-German militarism. If we had been convinced that this could be expected, we would gladly have given the promise that several persons demanded from us, namely, that under no circumstances would we sign a separate peace with Germany.
