I do not here examine how much truth there may be in my friend’s contention. But one fact must certainly strike the readers of M. Bourdon’s book. The present position is as ominous as it is bewildering and unintelligible. Monsieur Bourdon has proved once more the tremendous power of German militarism.
The popular movement was put down partly by force; and there is the new note of modern militarism in the fact that it was put down by cynical professional troops, actually brought in from foreign countries, who destroyed English religion for hire. But, like the old popular rising, it was even more put down by fraud.

And, perhaps, the real use of diplomats, if they are prudent and level-headed men, is to control the ambitions of the military element, to adopt a wider outlook, to consider the ultimate consequences rather than the immediate effects of things.
