The officer at the fort was a lieutenant of infantry; one of that rank is stationed here for a month, after which he, with the garrison, consisting of three soldiers, are relieved, from Zamboanga, where the Spaniards have three companies. The Spanish criminals, as I have before stated in speaking of Manila, are sent to Spain.
The Moros being then concentrated in the Island of Mindanao, and this completely surrounded on all sides by our forts and settlements, in the manner above described, the only enemies let loose on these seas would be either the few who might, from time to time, elude the vigilance of our troops and district-commanders, or those who might have escaped from Jolo previous to its conquest, and taken up their abode in one or other of the Bisayas Islands; or, in short, such as are out cruising at the time our armament returns to Zamboanga and takes possession of the southern coast of Mindanao; in which case they would be compelled to resort to a roving life, establishing, like the Jolo fugitives, temporary dwellings among the mangroves and thickets bordering on the shore.
Disabled men were brought in by the shipload, and the hospitals at Zamboanga, Isabela de Basilan and Joló were soon filled to overflowing. The lack of adequate sanitary measures was equally in evidence in dealing with cattle disease. Rinderpest, a highly contagious and very destructive disease of horned cattle, was introduced in 1888 and spread like fire in prairie grass.
This is particularly noticeable in and around Zamboanga, but an officer belonging to the regiment stationed there told us a tale illustrating the Moro's love for things American, that reads like a romance.
Unlike other Moro women, her teeth were white, the Zamboanga officers telling us she had the black enamelling removed after American occupation of the town; and the only thing about her that would have attracted attention at an American gathering was the fact that several finger-nails on her very small hands were long, almost as long again as from the first knuckle of the finger to the finger-tip, indicating that she was a Moro of high caste and did no manual labour of any kind.

We passed through straits and seas, by Iloilo on the Island of Panay, Cebu, Negros Island, through the sea of Jolo to Zamboanga on the Island of Mindanao, and to Jolo.
