In Bisayas the quality of the leaf is so inferior in strength and appearance to that produced in Luzon, that the Government have not thought it worth while to appropriate the produce of the islands to themselves by a monopoly.

Although sulphur can scarcely be ranked in the same category with the preceding articles of commerce, I set it down here, as a considerable quantity is annually shipped to China. Some have settled recently in the British colony of Labuan, and others in Sarawak round the river Sibuti, where they have become loyal subjects of the Rajah of Sarawak.

On that occasion the principal minister wears a turban and Haji outfit, the two next in rank are dressed in Chinese and Hindu fashion, while the fourth wears a chawat over his trousers to represent the Bisayas; and each of these ministers declares the Sultan to be divinely appointed.

Among this class of articles may be mentioned the coco of Cebu and the wax and oil of the Bisayas, which are rated as objects of the first necessity.

The military men, aware of the great riches known to exist in the proposed theatre of operations, would emulously come forward to offer their services, under a hope of sharing the booty, and the warlike natives of the Bisayas would be impelled on by their hatred to the Moros, and their ardent wishes to avenge the blood of their fathers and children.
