During a period of twelve years my removal was loudly and frequently demanded, yet I saw President Schurman, Colonel Denby, General Otis, Admiral Dewey, Commissioner Moses, Governor Taft, Governor Wright, Governor Ide, Governor Smith, Secretary Shuster, Commissioner Tavera, Commissioner Legarda and Governor Forbes, all my colleagues on one or the other of the Philippine commissions, leave the service, before my own voluntary retirement on September 15, 1913.

The Philippine Isles offered to accommodate them with spices, but could assist them in no other way. Had it not been too hot at Borneo, they would have fairly laughed outright. The Maldives and the Moluccas, the Luccadives and the Andamans, were nearly as impertinent. The five hundred ships and the judiciously-assorted cargo were therefore under the necessity of returning home.

By an amendment to the Civil Service Act on January 26, 1901, it is further declared that all persons in arms against the authority of the United States in the Philippine Islands, and all persons aiding or abetting them, on the first day of April, 1901, shall be ineligible to hold office.

That sum just balanced the Philippine debt 40,000,000 Mexican, or, say, 20,000,000 American dollars. All these are acts distinctly in accord with International Law so far as it exists and applies, and distinctly tending to promote its humane and Christian extension.

As there seemed but little hope that the wind would become more favourable, and as the possibility of surprise grew fainter with every day's delay, it was decided to make a landing upon the nearest point of Flemish coast placed by circumstances within their reach: Count Ernest of Nassau; with the advance-guard, was accordingly, despatched on the 21st June to the neighbourhood of the Sas-of Ghent, where he seized a weakly guarded fort, called Philippine, and made thorough preparations, for the arrival of the whole army.

This office forms by far the most important part of the machinery of government in the Philippine Islands, for these headmen are the attorneys of these small districts, and become the electors of the gobernadorcillos, and other civil officers. Only twelve, however, of them or their substitutes, are allowed to vote in each town.

For religious reasons the friar orders combatted modern ideas which they feared might include atheistical teachings such as had made trouble in France, and the Government was against the introduction of latter-day thought of democratic tendency, but in both instances the opposition may well have been believed to be for the best interest of the Philippine people.

Scarcely had I entered the forest when I found some beautiful little green and gold speckled weevils allied to the genus Pachyrhynchus, a group which is almost confined to the Philippine Islands, and is quite unknown in Borneo, Java, or Malacca. The road was shady and apparently much trodden by horses and cattle, and I quickly obtained some butterflies I had not before met with.
