The twenty-six articles of this act consolidate the indissoluble connection of the United Provinces; each preserving its separate franchises, and following its own good pleasure on the subject of religion. Hence he draws the conclusion that the German innovation, if not particularly more barbarous than other weapons, was at least impolitic, since its employment raised a storm of indignation and exasperated the feelings of Germany's enemies. Be that as it may, the poison clouds proved very effective at Ypres during April and May, 1915.
If Whitman had been through the campaign across the narrow straits, if Ypres, Vimy, and Cambrai had been in his own experience, he could have added little to Drum Taps. For there is nothing that is new in war. It is only the campaign that is new, and the men who are young. Yet all has happened before. But each young soldier in a new campaign feels that his experience is strangely personal.
However, the next day the official communiqué told us of a big gas attack at Ypres on the 9th and 49th Divisions, and though Ypres was 18 miles away, it must have been this that could be smelt.

The Kermesse was held by the people of Ypres on the first Sunday in August every year, called most affectionately "Thuindag," and while there in 1910 I saw the celebration in the great square before the Cloth Hall, and listened to the ringing of the chimes; the day being ushered in at sunrise by a fanfare of trumpets on the parapet of the tower by the members of a local association, who played ancient patriotic airs with great skill and enthusiasm.
It runs to-day where it ran fourteen centuries ago, from the south of Ypres to Brussels and Maestricht, dividing Belgium almost evenly into two populations belonging to two separate races and speaking two different languages. The ancient forest has disappeared, but its edge is still marked on the map.
On that first day of the Somme Battle, July, 1916, says the Despatch, "13,000 tons of ammunition were fired by us on the Western front. On the 31st of July, 1917, in the Third Battle of Ypres, the British Armies used 23,000 tons of ammunition." Last year, from August to November, 700,000 tons of ammunition were expended by the British Armies on the Western front.
