Now if we compare with this list that of the Latin colonies, there had been founded down to 372 Suessa Pometia, Velitrae, Norba, Signia, Ardea, Circeii , Satricum , Sutrium , Nepete , Setia . Of the last three founded at nearly the same time the two Etruscan ones may very well date somewhat later than Setia, since in fact the foundation of every town claimed a certain amount of time, and our list cannot be free from minor inaccuracies.
This raised so great a terror of them, that a law was passed which relieved the priests from military service except in case of a Gaulish invasion. XLII. This was the last of Camillus's military exploits, though during this campaign he took the city of Velitrae, which yielded to him without a battle.
Although some few communities, such as Velitrae in the Volscian territory, Teanum and Cumae in Campania, may have remained on their earlier legal footing, yet, looking at the matter in the main, this franchise of a passive character may be held as now superseded. Dediticii
There was a wreath of roses on each brow, and as they gathered in even rank with varicolored robes upon them, they reminded the knight of garden walls in Velitrae. Quickly they began to mingle, with feet tripping lightly, with bodies bending to display their charms. Threadlike, wavering gleams of ruby, pearl, and sapphire seemed to weave a net upon them.
That in reality the -togata- could only have its plot laid in the towns of Latin rights, is shown by the fact that all the towns in which, to our knowledge, pieces of Titinius and Afranius had their scene Setia, Ferentinum, Velitrae, Brundisium, demonstrably had Latin or, at any rate, allied rights down to the Social war.
The consuls, therefore, singled out such citizens to supply the desolation at Velitrae, and gave notice to others, that they should be ready to march against the Volscians, with the politic design of preventing intestine broils by employment abroad, and in the hope, that when rich as well as poor, plebeians and patricians, should be mingled again in the same army and the same camp, and engage in one common service for the public, it would mutually dispose them to reconciliation and friendship.
Lanuvium, Aricia, Momentum, Pedum became Roman burgess-communities after the model of Tusculum. The walls of Velitrae were demolished, its senate was ejected -en masse- and deported to the interior of Roman Etruria, and the town was probably constituted a dependent community with Caerite rights.
The colony was dispatched to Velitrae, those that were chosen by lot being compelled to depart upon high penalties; and when they obstinately persisted in refusing to enroll themselves for the Volscian service, he mustered up his own clients, and as many others as could be wrought upon by persuasion, and with these made an inroad into the territories of the Antiates, where, finding a considerable quantity of corn, and collecting much booty, both of cattle and prisoners, he reserved nothing for himself in private, but returned safe to Rome, while those that ventured out with him were seen laden with pillage, and driving their prey before them.
Tibur was perhaps always Praeneste's closest and most loyal ally, but the alliance with her had not the same opportunity for mutual advantage as one with Velitrae, because each of these towns commanded the territory the other wished to know most about, and both together could draw across the upper Trerus valley a tight line which was of the utmost importance from a strategic point of view.
To all appearance Velitrae, although situated in the plain, was originally Volscian, and so a Latin colony; Cora, on the other hand, on the Volscian mountains, was originally Latin. The absence of Praeneste and of the smaller communities of the old Latium shows, as was implied in the nature of the case, that not all the communities of the Latin league at that time took part in the consecration.
