A régime of exceptions, with privileged and unprivileged nations, would obviously render the scheme futile and inacceptable. Yet this was the system that was actually being introduced. If secret treaties were to be abrogated, then let the convention between Japan and China be also put out of court and the dispute between them adjudicated upon its merits.

If we adopt the opposite policy, we inevitably alienate the privileged from the unprivileged sections of the community, generate enmity between them, cause endless worries to the administration and paralyze in advance our best-intentioned endeavors to fuse the various ethnic ingredients of the nation into a homogeneous whole.

This would indicate that the Mastiff was recognised as a capable hunting dog; but at a later period his hunting instincts were not highly esteemed, and he was not regarded as a peril to preserved game; for in the reign of Henry III. the Forest Laws, which prohibited the keeping of all other breeds by unprivileged persons, permitted the Mastiff to come within the precincts of a forest, imposing, however, the condition that every such dog should have the claws of the fore-feet removed close to the skin.

And although this was the unprivileged order, there were privileged bodies and privileged persons within it. Corporations, guilds, cities, and whole provinces possessed rights distinct from those of the rest of the country. In the reign of Louis XVI. the city of Paris held a position, in the world even more prominent than that which it holds to-day.

While, whenever any of the unprivileged multitude, the city monsters, passed near this high-born, high-bred group, they looked as though the rights of pride were infringed, and, smiling scorn, they dropped from half-closed lips such syllables of withering contempt, as they thought these vulgar victims merited: careless if they heard or not, rather rejoicing to see the sufferers wince beneath the wounds which they inflicted in their pride and pomp of sway.

That is, to be a leper was to be treated as dead to be excluded from the city as a corpse; to be spoken to by the best beloved and most loving only at a distance; to dwell with none but lepers; to be utterly unprivileged; to be denied the rites of the Temple and the synagogue; to go about in rent garments and with covered mouth, except when crying, "Unclean, unclean!" to find home in the wilderness or in abandoned tombs; to become a materialized specter of Hinnom and Gehenna; to be at all times less a living offence to others than a breathing torment to self; afraid to die, yet without hope except in death.

As everybody knows, the great fiscal grievance of old France was the taille, a tax raised on property and income, but only on the property and income of the unprivileged classes. In the Limousin Turgot's predecessor tried to substitute for the arbitrary taille, a tax systematically assessed in proportion to the amount of the person's property.

The sciatica was a dear enemy of long standing, always affectionately referred to by the forgiving Constance as 'my sciatica'; the rheumatism was a new-comer, unprivileged, spoken of by its victim apprehensively and yet disdainfully as 'this rheumatism. Constance was now very stout. She sat in a low easy-chair between the oval table and the window, arrayed in black silk.

Old Mergel had thus become the ghost of the forest of Brede; as a will o' the wisp he led a drunken man into the pond by a hair; the shepherd boys, when they crouched by their fires at night and the owls screeched in the hollows, sometimes heard quite clearly in broken accents his "Just listen, sweet Lizzie;" and an unprivileged woodman who had fallen asleep under the broad oak and been overtaken by nightfall, had, upon awakening, seen his swollen blue face peeping through the branches.

When Monsieur Lebigre had closed the door of the glazed partition, they knew themselves to be so safely screened from intrusion that they spoke quite unreservedly of the great "sweep out" which they were fond of discussing. No unprivileged customer would have dared to enter.
