By comparison, however, with the pantheon so far as ascertained of the first period, the conclusion is justified that with the systematization of cults and beliefs characteristic of the Hammurabi, a marked tendency appears towards a reduction of the pantheon, a weeding out of the numerous local cults, their absorption by the larger ones, and the relegation of the minor gods of only local significance to a place among the spirits and demons of the Babylonian religion.
The traditions themselves, however, apart from the literary form which they eventually assumed, need not have been limited to certain districts nor have been peculiar to the place where the systematization took place. Nothing is more common than the interchange of myths and popular traditions.
Freedom of thought would be penalized, and all independence of spirit would die out. Any rigid system would involve this evil. It is very necessary that there should be diversity and lack of complete systematization. Minorities must be able to live and develop their opinions freely.
There are few people, however primitive their culture, who are not attracted by the spirit of curiosity to seek for some solution of the mysteries which they daily witness; but the systematization of these speculations does not take place until a body of men arises among a people capable of giving to the popular fancies a logical sequence, or the approach at least to a rational interpretation.
It is a matter of fact in psychology that associations are systematized about central ideas; it is also a fact that the set of the mind, in this direction rather than that, is characteristic of all work. The systematization of the laws of marriage and contract; the establishment of a Land Registry wholly independent of ecclesiastical control; the distribution of birth certificates of a purely undenominational character; the increasing prominence accorded to the social rights of womanhood; the close attention paid by State authorities to the education of Persian youth in the Universities of Europe; the banning of all Muslim Passion Plays throughout the territory of the Sháh: the bold and various schemes that have been launched for the embellishment of the Persian Capital—all are welcome signs of the approaching era which is to witness the spiritual and material ascendency of Persia among the people and nations of the world.
And as in other objects in nature it takes a combination of several elements to constitute a given thing, so in man it is by a proper systematization of his likes and dislikes that he can reach perfection of character and morals.
Always there is the precarious urgency of the buying public, the law of libel, and the possibility of endless trouble. The thing could not be managed at all without systematization, for in a standardized product there is economy of time and effort, as well as a partial guarantee against failure. It is here that newspapers influence each other most deeply.
I promise nothing complete; because any human thing supposed to be complete must for that very reason infallibly be faulty. I shall not pretend to a minute anatomical description of the various species, or in this space at least to much of any description. My object here is simply to project the draught of a systematization of cetology. I am the architect, not the builder.
Until we know a man's motives, we do not really know the man; and until we know the man, our efforts to influence him must be rather blind. The search for motives appears to carry us in the direction of the systematization and simplification of the embarrassing wealth of objects which are actually the goal of human desires and volitions. Man may desire a boundless variety of objects.
