The sale of a ship to a foreigner within two years after the ship's construction was made invalid unless about a third of the bounty received be repaid. The total amount paid in mail subventions in 1910 was $1,858,186; in navigation subsidies, $1,291,826. Portugal grants postal subventions of comparatively small amounts to three steamship companies which perform all her mail carrying.
We shall subsequently hear more of them in connection with the events of the Industrial Revolution. The Lutheran churches retained much of the old ritual and episcopal government. Ecclesiastical lands, however, had been secularized, and Lutheran pastors were supported by free-will offerings and state subventions.
They were to go to all steamers and sailing-ships engaged in the deepseas trade or long-coasting trade, and not receiving mail subventions. Ships entitled to the trade bounty were required to be owned at least two-thirds by Austrian subjects, to be not over fifteen years old, and registered A1 or A2.
With this view of the honesty of their own officials, no one else could be expected to have a better opinion of them; and England allowed France and Belgium thenceforward to find all the capital and all the materials for Spanish railways. The total amount of subventions actually paid by Government up to December 31, 1882, was £24,529,148.
The old man gave her a message to the workers of Great Britain and the western world: "In the first place, the workers of the civilized world and their friends among other classes should persuade their governments to give up completely the policy of armed intervention in the affairs of Russia, whether that intervention is open or disguised, military, or under the form of subventions by different nations.
These large subventions very properly contemplated something more than the encouragement of a transient display, and were for the most part devoted to the erection of structures of a permanent character, such as the Art-Gallery or Memorial Hall and the Horticultural Building.
Denmark pays postal subventions to two steamship companies for carrying the mails to Sweden and to Iceland, and "trade" subsidies to other companies to encourage particularly the export trade. Norway and Sweden both give subsidies for mail carriage solely, and grant no direct bounties on shipping. In Norway the laws put no restriction upon shipowners as to purchase in any market.
Marx was not only sceptical of the wisdom of Lassalle's campaign for manhood suffrage, but he was even strongly opposed to the campaign for the establishment of producers' associations with the aid of subventions from the Prussian monarchy.
Even in our own colonies we cannot compete with foreign countries, despite the enormous pecuniary subventions accorded by the State. M. Cruppi, an ex-Minister of Commerce, has insisted on this melancholy decline in a recent book. Falling into the usual errors, he believed it easy to remedy this inferiority by new laws. All politicians share the same opinion, which is why we progress so slowly.
In 1888 a system was inaugurated by which Grants in Aid of Local Purposes have been made in the Three Kingdoms on the basis that England should get 80 per cent., Scotland 11 per cent., and Ireland 9 per cent., when such subventions are given from the Imperial Exchequer.
