The palms, tree-ferns, cacti, and other semi-tropical and sub-tropical plants are beautiful in themselves, and are arranged and intermingled with other trees and shrubs in a most artistic manner. Another organisation which is generally efficient and well conducted is that of the fire brigades.

From the great valley at its western base to the crest of the range the distance is about sixty miles. Because of the great height of the mountains, there is found within these few miles every variety of climate between the sub-tropical atmosphere of the valley, where oranges ripen to perfection, and the arctic cold of the summits, where little or no vegetation can live.

But the attitude of the majority of Americans toward more backward peoples is not cynical; hence there is hope that a democratic solution of the Caribbean and Central American problem may be found. And we are not ready, as yet, to accept without further experiment the dogma that tropical and sub-tropical people will not ultimately be able to govern themselves.
