In the spring of 1918 Governor Lowden appointed Judge Orrin N. Carter, of the Supreme Court, chairman of a state-wide committee that worked in co-operation with the state-wide committee of women. The annual suffrage convention was held in the latter part of October, 1918, in Chicago, and Mrs. Trout was re-elected.

The names of the many women who gave devoted service to this cause during this score of years can never be recorded. During the past twenty years the advocates of woman suffrage have continued to suffer from the handicap peculiar to Delaware no referendum to the voters possible on constitutional amendments and therefore it never has had the advantage of a State-wide educational campaign.

As for the South, state-wide statistical views with any approach to adequacy are available for two commonwealths only. That of Louisiana is due to the fact that the laws and courts there gave sentences of imprisonment with considerable impartiality to malefactors of both races and conditions.

Although in operation only seven months it organized thirty-two leagues; enrolled 9,600 names; printed and distributed 75,000 pieces of literature and expended on organization work over $4,000. State-wide publicity was gained; the workers received valuable training in organizing and public speaking and it was a harmonizing force.

The posse was, I am convinced, over-nervous and, unfortunately, over-rigorous. This can be explained in part by the state-wide apprehension over the I.W.W.; in part by the normal California country posse's attitude toward a labor trouble.

It has federated existing agencies and enlisted organized religion. It has pushed no-license campaigns in States that had an optional law, has secured the extension of prohibition to scores of counties in the South and West, and has extended the area of State-wide prohibition, an experiment begun in Maine in 1851, until eighteen States are now under a prohibitory law .

The committee maintained a speakers' bureau and sent out thousands of pieces of literature. Among the first to enter the campaign was a Men's Equal Suffrage Club, organized and promoted by W. M. Davis, a prominent attorney of Portland, which soon became an active state-wide organization. Mr. Davis was the legal adviser of all the women's organizations. Mrs.

Fremont Older, editor of the San Francisco Bulletin, gave to State headquarters the valuable services and paid the expenses of Miss Bessie Beatty, a member of its staff, to direct the State-wide press campaign of news and advertisements planned for September and October.
