The constitution was defeated at a special election on Dec. 13, 1918, but it was generally conceded that the opposition caused by the suffrage amendment was negligible. The first State-wide Primary election in which women had the right to vote was held in May, 1918; between 40,000 and 50,000 voted and all papers commented on the intelligence of the new electors.
In a school of hard knocks I learned to sell "stories" of purely local interest to the Kansas City market, topics of state-wide interest to the St. Louis Sunday editors, and contributions whose appeal was as wide as the Gulf of Mexico to newspapers in Chicago and New York.
When the complete returns came in it was found that suffrage had lost up-State by 1,510 votes and that it was New York City which carried the amendment by its majority of 103,863, which reduced by 1,510 left a total majority of 102,353. There were some evidences of fraud but the change of sentiment in favor of suffrage was State-wide, and every county showed a gain.
The years 1828, 1829, and 1830 were years of political labor movements and labor parties. Philadelphia originated the first workingmen's party, then came New York and Boston, and finally state-wide movements and political organizations in each of the three States. In New York the workingmen scored their most striking single success, when in 1829 they cast 6000 votes out of a total of 21,000.
But in 1901 Minnesota enacted a state-wide, mandatory primary law. Mississippi followed in 1902, Wisconsin in 1903, and Oregon in 1904. This movement has swept the country. Few States retain the nominating convention, and where it remains it is shackled by legal restrictions.

This is a very distinct tendency, and throughout the Union the States are rapidly passing laws that where a State-wide franchise is given, an exemption from taxes, a rate-making power, or other privilege, it shall be submitted to all the voters, and corresponding measures, street-railway franchises, gas, light, water, or other public-service corporations, acting only in definite localities, cities or towns, shall be referred in the appropriate locality.
From the contemptuous way in which Senator Tweed treated Mr. Tilden, scouted his plans, and ridiculed his propositions, it was evident that the whole scheme had been staged as a State-wide spectacle to humiliate and end the political career of Samuel J. Tilden.
The secretary entered into active correspondence with individuals in all sections of the State known to be favorable to suffrage, but all efforts to secure clubs were unsuccessful. The Era Club, therefore, extended its membership over the State in order that representation in the national suffrage conventions could be state-wide.
The suffragists for the most part were now fully convinced that if the amendment was to be carried in 1906 there must be state-wide, systematic organization and in answer to their request the National Board sent to assist them two of its best organizers, Miss Mary N. Chase and Miss Gail Laughlin. By the end of 1905 forty-two clubs had been formed in Portland and committees outside.
