Meantime the penetration of Shantung by means of railway discrimination, railway military guards, continual nibblings here and there, will be going on. It would make the chapter too long to speak of the part played by manipulation of finance in achieving this process of attrition of sovereignty. Two incidents must suffice.

But, in view of his letter of February 11, 1920, it must be admitted that he recognized that I was reluctant in accepting certain of his views at Paris, a recognition which arose from my declared opposition to them. Except in the case of the Shantung settlement, there was none concerning which our judgments were so at variance as they were concerning the League of Nations.

While this view of the extinguishment of the German rights in Shantung was manifestly the just one and its adoption would make for the preservation of permanent peace in the Far East, the Governments of the Allied Powers had, early in 1917, and prior to the severance of diplomatic relations between China and Germany, acceded to the request of Japan to support, "on the occasion of the Peace Conference," her claims in regard to these rights which then existed.

Neither Germany nor France received any immediate compensation. But three years later, by way of indemnity for the murder of two missionaries by a Chinese mob, Germany seized a portion of the province of Shantung, and forthwith Russia obtained a lease of the Liaotung peninsula, from which she had driven Japan in 1895.

As if at a given signal, France renewed her claim for the Rhine Valley and the Saar Basin; Italy clamoured anew for Fiume and the Dalmatian coast; and Japan, breaking a long silence, rushed to the fore with her demand for Shantung in fee simple and the right of her nationals to full equality in the United States.

At last victory declared for the prince, and the imperial army was driven in rout from the field with the loss of 100,000 men.

Not only that, but back of this provision with regard to Shantung lies, as everybody knows or ought to know, a very honourable promise which was made by the Government of Japan in my presence in Paris, namely, that just as soon as possible after the ratification of this treaty they will return to China all sovereign rights in the Province of Shantung.
