The period of Ch'ien-lung is not only that of the greatest expansion of the Chinese empire, but also that of the greatest prosperity under the Manchu regime. But there began at the same time to be signs of internal decline. If we are to fix a particular year for this, perhaps it should be the year 1774, in which came the first great popular rising, in the province of Shantung.

After agreeing to attend the Conference, Japan endeavored to confine the program to as narrow limits as possible, and she soon entered into negotiations with China over the Shantung question with the hope of arriving at a settlement which would prevent that question from coming before the Conference.

China might as well be offered Kant's Critique of Pure Reason on a silver platter as be offered sovereignty under such conditions. The latter is equally metaphysical. A visit to Shantung and a short residence in its capital city, Tsinan, made the conclusions, which so far as I know every foreigner in China has arrived at, a living thing.

It was even said that the neighbouring province of Shantung was to become a separate state under Japanese protection.

And he frequently exercised it. Thus the dispute about the Thracian settlement lay not between Bulgaria and Greece, nor between Greece and the Supreme Council, but between Greece and Mr. Wilson. In the quarrel over Fiume and the Dalmatian coast it was the same. When the Shantung question came up for settlement it was Mr.

The Chinese Government engages to give full assent to all matters upon which the Japanese Government may hereafter agree with the German Government relating to the disposition of all rights, interests and concessions, which Germany, by virtue of treaties or otherwise, possesses in relation to the Province of Shantung. Article 2. Article 3.

This is what occurred: Shortly after Colonel House had convinced the President that the disposal of Shantung was only a question of method he disappeared from Paris "to take a rest"; and it became known that after all he was not to sit in the Council of the League of Nations representing America, as Mr. Wilson had originally intended.

Already in Shantung the same policy is being pursued and there are indications that it is being thought of in Fuhkien; whilst the infantry garrison which was quietly installed at Hankow 600 miles up the Yangtsze river at the time of the Revolution of 1911 is apparently to be made permanent.

It is my impression that the departure of Signor Orlando and Baron Sonnino from Paris and the uncertainty of their return to give formal assent to the Treaty with Germany, an uncertainty which existed at the time of the decision of the Shantung Question, had much to do with the anxiety of the President as to Japan's attitude.

It was even said that the neighbouring province of Shantung was to become a separate state under Japanese protection.
