Happily, city officials, teachers, and sanitarians are now slowly realizing the great improvement in health and temper that comes from bathing and are establishing beach and surf, spray, floating and plunge summer baths and swimming pools; often providing instruction even in swimming in clothes, undressing in the water, treading water, and rescue work, free as well as fee days, bathing suits, and, in London, places for nude bathing after dark; establishing time and distance standards with certificates and even prizes; annexing toboggan slides, swings, etc., realizing that in both the preference of youth and in healthful and moral effects, probably nothing outranks this form of exercise.
It may puzzle the gunners when the American says, "That was a peach of a shot, right across the pan!" or the infantry when he says, "It cuts no ice!" and there is no ice visible in Flanders; he speaks about typhoid to the medical corps which calls it enteric; and "fly-swatting" is a new word to the sanitarians, who are none the less busily engaged in that noble art.
Though, in theory, the French are most excellent sanitarians and as a country revere the name of Pasteur, while we have forgotten, if we ever did know, the name of Lister, in practice they are about as poor a nation in practical sanitation as it is possible to be.
When I got to reading about tuberculous cows and the action of State Boards of Health and public sanitarians in the matter, I became afraid to continue drinking milk. Next I drank only cocoa for a short season. I took two or three health magazines, but the opinions contained therein were so conflicting that it was a difficult matter for me to follow any of them.
Fat-boilers, slaughter-house men, and keepers of other nuisances made common cause against the new decency, and with these obstacles in front, the Sanitarians found the enemy constantly recruited from the rear. With the immense immigration that poured in after the Civil War, the evil with which they were struggling grew enormously. Economic problems other than the old one of rent came to vex us.
As for the immediate effect of heredity in the production of the disease, the general consensus of opinion among thoughtful physicians and sanitarians now is that direct infection is at least five times as frequent a factor as is heredity; that at least eight-tenths of the cases occurring in the children of tuberculous parents are probably due to the direct communication of the disease, and that if the spread of the infection could be prevented, the element of heredity could be practically disregarded.

In taking up the consideration of the relation of syphilis to illicit sexual relations, we must again remind ourselves that we are approaching this subject, not as moralists, important though their point of view may be, but for the time being as sanitarians, considering it from the standpoint of a method of transmission of a contagious disease.
We can imagine, after a dozen years of vigorous and able propaganda of this opinion on the part of public-spirited physicians and sanitarians, that a city might well appeal to the medical profession to exterminate prostitution on the very ground that it is a source of constant danger to the health and future of the community.
