Even in the first transports of joy with which the bearer of the treaty of Ryswick had been welcomed to England, men had eagerly and anxiously asked one another what was to be done with that army which had been formed in Ireland and Belgium, which had learned, in many hard campaigns, to obey and to conquer, and which now consisted of eighty-seven thousand excellent soldiers.
"Oh, granted," replied Law, flicking lightly at the cuff of his tunic, "yet your errand still carries mystery." "You have at least heard of the Peace of Ryswick, I presume?" "No; how should I? And why should I care?" "None the less, the king of England and the king of France are no longer at war, nor are their colonies this side of the water.
Louis, in vindication of his own conduct, dispersed through all the courts of Europe a manifesto, in which he affirmed, that in owning the prince of Wales as king of England, he had not infringed any article of the treaty of Ryswick, He confessed that in the fourth article he had promised that he would not disturb the king of Great Britain in the peaceable possession of his dominions; and he declared his intention was to observe that promise punctually.
His savage nature, however, broke out upon this occasion; he ordered some hundreds to be hanged all round his capital; and a good number were beheaded, he himself with his own hands performing the office of executioner. The negotiations at Ryswick proceeded very slowly for some time.
Dustin, holding in her right hand, raised in the attitude of striking, a tomahawk, and a bunch of scalps in the other. Haverhill was a second time attacked and desolated during King William's war, and other places suffered. The treaty at Ryswick, a village near the Hague, in Holland, soon after, put an end to the indiscriminate slaughter in Europe and America.
This treaty is particularly notable in the present instance because it gave to the former country the footing on the Rhine already mentioned as the beginning of French encroachments. Germany was forced to give up Alsace, on the left bank of the river. France, by the seizure of Strassburg, confirmed by the Treaty of Ryswick in 1695, extended her boundaries to the Rhine.
A great number of priests and Roman catholics, who had been frighted away by the revolution, were now encouraged by the treaty of Ryswick to return, and appeared in all public places of London and Westminster with remarkable effrontery.
It was in the latter year that peace was signed in the Holland town of Ryswick, which ended at least one of Louis' bloody oppressions, the fierce attacks in the Palatinate. The place of Colbert was never filled, so far as the Gobelins was concerned. Once again can we smile in thinking of the factory where the wares of beauty were produced.
This latter concession, however, the United Provinces obtained from France by the treaty of alliance of 1662, and the commercial treaty signed at the same time with the peace, at Nimiguen, in 1671; confirmed by the treaty of Ryswick, in 1697. The maxim that free ships make free goods was coupled in these treaties with its correlative maxim, enemy's ships make enemy's goods.
Pursue that in the same manner, singling, out of the millions of volumes written upon that occasion, the two or three most authentic ones, and particularly letters, which are the best authorities in matters of negotiation. Next come the Treaties of Nimeguen and Ryswick, postscripts in, a manner to those of Munster and the Pyrenees.
