But at the same time they refused to make any concessions either to Servia, to Greece, or to Roumania, all of whom were determined to have a share of the plunder which Bulgaria had assigned for herself. "A leonine partnership" as the lawyers call it, that is to say, a partnership in which one party takes the lion's share of the spoil, is a very satisfactory arrangement for the lion.
Scarcely had the Roumanian army launched a drive in force into Transylvania on August 30th, when the message spread from Bucharest "von Mackensen is coming. Recall the army. Draft all males of military age. Prepare for the worst." And the worst fell upon hapless Roumania.
Never did a case seem more desperate than that of the "Peasant State," deserted and flouted by Russia, disliked by the Sultan, on bad terms with Roumania, and publicly lectured by the Continental Powers for her irregular conduct. Servia's triumph seemed assured. But now there came forth one more proof of the vitalising force of the national principle.
She had been the leader in the war against Turkey, she had suffered heavy losses, and she had gained almost nothing. Moreover she had lost to Roumania, a territory containing a quarter of a million Bulgarians, and a splendid harbor on the Black Sea. Serbia and Greece were the big winners. Such a treaty could not be a final settlement. The Balkans were left seething with unrest.

The Tsar's Government admitted that Bukovina might be annexed by Roumania as far as the river Seret, but not farther north; whereas the Roumanian Premier insisted on obtaining the promise of a zone the northern boundary of which would be formed by the river Pruth, and would therefore include the important city of Czernowitz, which is the capital of the province.
Greece and Servia fought against Bulgaria, and Roumania marched down from the north towards the Bulgarian capital, her army unopposed because there was no means of opposing it. Stopping short of entering Sofia, Roumania took up the position of the chief Power in the Balkans and insisted upon dictating terms of peace.
