Those states which formed the monetary division of Western Europe—France, Belgium, Switzerland and the Holy See, agreed at this time to refound their silver coinage. A model was chosen, which Greece, Portugal, Roumania and some other countries adopted in their turn, and it was understood that the new coinage for each state should be in proportion to its population.
On the 29th of January the last shot was fired. The Ottoman Empire had been shaken into submission, and was absolutely at the mercy of the Tsar, who dictated the following terms: The erection of Bulgaria into an autonomous tributary principality, with a native Christian government; the independence of Montenegro, Roumania, and Servia; a partial autonomy in Bosnia and Herzegovina, besides a strip of territory upon the Danube and a large war indemnity for Russia.
In the peace that followed, a whole empire was torn from the bloody hands of the Turks, and four Christian peoples were saved from their savage rule. Bulgaria, Roumania, Roumelia, and Servia now belong to themselves, and all this has come about from the efforts of an unknown young Ohio man, who went abroad to study the languages, and changed the map of Europe.
Response of Queen Marie You have, most of you, I presume, read with thrilling joy in one of the recent issues of the Star of the West that illuminating account given by our beloved sister, Miss Martha Root, wherein she tells with her characteristic directness and modesty the story of her moving interview with Her Majesty Queen Marie of Roumania and of the cordial and ready response which her gentle yet persuasive presentation of the principles of the Bahá’í Faith has evoked in the heart of that honored queen.
In Roumania the Avarescu Ministry was in power. On February 24 Kühlmann and I had our first interview alone with Avarescu at the castle of Prince Stirbey, at Buftia. At this interview, which was very short, the sole topic was the Dobrudsha question.
There was the beginning there of a movement which might have developed on the lines of the Swiss Federation and grown to a Balkan Power in which the Slav element and the Graeco-Roman element could have combined, in spite of differences of language and of religion. The fact that Roumania stood out of the League was the first unfavourable circumstance.
In the middle of this pleasure-ground are extensive bath-houses and mineral springs. Morning, noon and night gypsy bands make seductive music, and the notes of their melodies recall the strange lands far away down the stream Roumania, the hills and valleys of the Banat and the savage Servian mountains.

And since Macedonia is not conterminous with Roumania, she was not seeking to annex any portion of it. Yet the rights those Roumanians in Macedonia gave her should be satisfied.
Could the Armenians in Constantinople, or the Jews in Roumania, or the Poles in West Prussia, or the negroes in Georgia, or the Indians in the Transvaal make such an appeal? Could any Indian population in India appeal? Personally I should like to see the power of the Supreme Court extend as far as this.
