It needs little effort of detachment to appreciate the danger of any limitation of inquiry by the collective will whether its organ be law or the repressive force of public opinion.
A judicial chair in the kingdom of human thought, filled by a man of true integrity, comprehensiveness, and delicacy of spirit, is a seat of terror and praise, whose powers are at once most fostering to whatever is good, most repressive of whatever is evil.... The critic, in his office of censurer, has need so much to controvert, expose, and punish, because of the abundance of literary faults; and as there is a right and a wrong side in warfare, so there will be in criticism.
A general strike was organized, and so effectively was it maintained that the czar and his clique promised the people a constitution. But when the strike had been called off and the disturbances subsided, it soon became evident that the promises were not to be fulfilled. More than that, the police now began such a series of repressive measures that again the fires on the revolution were lighted.
This conduct, which engendered the horrible scenes in La Vendee, provoked repressive measures, emanated from legislative authority. Enemies without and within, say the constitutional clergy, wished to create a disgust to liberty, by substituting to it licentiousness.
But in point of numbers, and in respect to the storm and stress of conflicting ideals which produce great events, Plymouth was soon eclipsed by Massachusetts Bay. When the thing is settled there is always present to the man something of a feeling of clipped wings; whereas the woman is conscious of a new power of expanding her pinions. The certainty of the thing is to him repressive.
"You are like a blight all through the year to me. You hard-lined, thin- lipped, repressive, changeless woman with a wax mask on. You are like the Devil to me; most of all when you teach me religious things, for you make me abhor them." "You remember me, Mr. Young Jackson?" In another voice from another quarter. "Most gratefully, sir. You were the ray of hope and prospering ambition in my life.
Pedro was liberal in sentiment, popular among the Brazilians, and well-disposed toward the aspirations of the country for a larger measure of freedom, and yet not blind to the interests of the dynasty of Braganza. He readily listened to the urgent pleas of the leaders of the separatist party against obeying the repressive mandaes of the Cortes.
Brouncker, President of Munster, was particularly severe in his repressive measures, so much so that on his death his successors were able to announce "that almost all the men of the towns are either prisoners or upon bonds and other contempts," but they added the further information that many of those who had been conformable in his time had again relapsed.
