Let me quote a passage from an article in the New York Journal on this exhibit: "The reason 170 families own half of Manhattan Island, as stated in the Herald, and that 1,800,000 out of the two million residents of Manhattan Island, until very recently, had no interest whatever, except as renters, in this superb property, is because, until the last few years, it required a fortune to own the smallest separate parcel of this great estate.

The farmers, who ten years ago depended wholly on the landlords for food supplies, have grown to be independent, raising most of their own supplies. They are rapidly passing from the renters' class to the owners' class; they are possessing themselves of the soil.

All this is exactly as natural and inevitable as a group of wage workers demanding all they can get in payment for their labor power, or the land-owner holding up the farm renters for all the tenants will bear, or the broker selling to the highest bidder. No one is to be blamed.

The great increase of holdings, then, has come in the buying of small homesteads near town, where their owners really share in the town life; this is a part of the rush to town. And for every land-owner who has thus hurried away from the narrow and hard conditions of country life, how many field-hands, how many tenants, how many ruined renters, have joined that long procession?

And thus the land-owners, despite their marvellous efforts, are really a transient class, continually being depleted by those who fall back into the class of renters or metayers, and augmented by newcomers from the masses. Of one hundred land-owners in 1898, half had bought their land since 1893, a fourth between 1890 and 1893, a fifth between 1884 and 1890, and the rest between 1870 and 1884.

The landlords suppose, that because the maintenance of the idle who are able, and of the aged and infirm who are not able to work, comes upon the renters of land, they themselves are exempted from their support. This, if true, is as bitter a stigma upon their humanity as upon their sense of justice: but it is not true.

Just why my father moved, at the close of the civil war, from Georgia to Texas, is to this good hour a mystery to me. While we did not exactly belong to the poor whites, we classed with them in poverty, being renters; but I am inclined to think my parents were intellectually superior to that common type of the South.

Your Lordship, &c., cannot, indeed, expect, that, in the midst of the danger, invasion, and distress which assail the Carnatic on every side, the renters now appointed will be able at present to fulfil the terms of their leases; but we trust, from the measures we have taken, that very little, if any, of the actual collections will be lost, even during the war, and that, on the return of peace and tranquillity, the renters will have it in their power fully to perform their respective agreements.
