Their surplus profits the munition makers invested sometimes in newspapers. It was proved in the German Reichstag in 1913 that the great gun-makers of Prussia had a force of hired newspaper writers to keep up threats of war. They paid certain papers in Paris to print articles to make the French people think that the Germans were about to attack them.

Richter's ideal is, it seems to me, a bashful, cautious chancellor who throws out careful feelers whether he may offend here, if he does this, or offend there one who does not wait for a final vote of the Reichstag, but rushes home excitedly, as I have often seen my colleagues do, exclaiming: "Oh God, the law is lost, this man and that man are opposed to it" and three weeks later the law has Passed in spite of them.

But his presence in the Reichstag was unavailing, and the proceedings resulted in his being placed under the ban of the empire. The world must entertain no illusion that the Social Democratic leaders speak for Germany. If the industrial populations had their fair share of representation in the Reichstag they might perhaps even control that body. But, as I have time and again reiterated, the Reichstag has only the power of public opinion; and the Germany of to-day is ruled by officials appointed from above downwards.

The fact that the members of the Reichstag are not in the saddle, but are used unwillingly and often contemptuously as a necessary and often stubborn and unruly pack-animal by the Kaiser-appointed ministers; the fact that they are pricked forward, or induced to move by a tempting feed held just beyond the nose, has something to do, no doubt, with the lack of unanimity which exists.

The German chief of the General Staff telegraphed to Berlin that the 'military considerations' on which Jemal based his deportations did not exist, and Herr Cohn in the Reichstag drew the Imperial Chancellor's attention to this.

The Reichstag could reject the proposal if it were a law or a tax; they could criticise and debate, but there was no ground on which they could constitutionally demand the dismissal of the Minister.

In 1884, Bismarck proposed that the meetings of the Reichstag should be biennial and the Budget voted for two years; the proposal was supported on the reasonable grounds that thereby inconvenience and press of work would be averted, which arose from the meeting of the Prussian and German Parliaments every winter.
