After I left Germany there was an interpellation in the Reichstag about this, and Zimmermann was asked about the charge which he said he had investigated and found untrue. In another chapter I have spoken of the subject of the selling of arms and supplies by America to the Allies. No German ever forgets this.
Liebknecht put this question in the Reichstag: "Is the Government prepared to enter into immediate peace negotiations on the basis that Germany renounces all annexation claims and assuming that the other Powers in question are willing to negotiate?"
The latter left no account of their relations, and it is difficult now to know how intimate they were or who first sought to establish them. About all that is known is what Bismarck himself said in the Reichstag when Bebel forced him to admit that he had conferred frequently with Lassalle: "Lassalle himself wanted urgently to enter into negotiations with me."
Article 7 reads: "The Bundesrath shall take action upon the measures to be proposed to the Reichstag and the resolutions passed by the same; the general administrative provisions and arrangements necessary for the execution of the imperial laws, so far as no other provision is made by law; the defects which may be discovered in the execution of the imperial laws or of the provisions and arrangements heretofore mentioned."
In such a State a Parliamentary Government is an absurdity, and, as a matter of fact, there is no Parliamentary Government, neither in Prussia nor in the Empire. There is no responsible Cabinet. The Chancellor is accountable, not to the majority of the Reichstag, but to the Kaiser.
"You continue in this way too often," he continued, "to obscure and to weaken, in the German working class, the force of a revolutionary tradition already too weak through historic causes." And finally he asserted that the German Socialists, who, a year or so before this conference, had obtained the enormous number of 3,000,000 votes, had been able to do nothing with them in the Reichstag.
If the present tendencies continue, why may not the Radicals go farther? Is it not probable even that the Reichstag election districts will be equalized, and possible that equal suffrage in Prussia will be established by their support?
When Bismarck received the news his first words were, "Now the Reichstag must be dissolved." This was done; the general elections took place while the excitement was still hot, and of course resulted in a great loss to those parties especially the National Liberals who had voted against the Socialist law; the Centre alone retained its numbers.
Such was the state of affairs at the beginning of the year 1521. The ban placed upon Luther by the Reichstag marks the date of the complete rupture between the Reforming party and the old Church. Henceforward, many Humanist and Humanistically influenced persons who had supported him withdrew from the movement and swelled the ranks of the Conservatives.
I think that it is only by an evolution of Germany herself toward liberalism that the world will be given such guarantees of future peace as will justify the termination of this war. There is, properly speaking, no great liberal party in the political arena in Germany. As I have said, the Reichstag is divided roughly into Conservatives, Roman Catholics, or Centrum, and Social Democrats.
