The reclamations of American citizens upon the Government of France are for mere justice for the reparation of unquestionable wrongs, indemnity or restitution of property taken from them or destroyed forcibly and without right. They are of ancient date, and justice has been long and anxiously waited for.
But neither the reports nor the reclamations of this gentleman appear to have received that attention which they merited. What persons in France were actually in communication on political subjects with the turbulent court of Elba, during that autumn and the following winter, is likely to remain a secret: that they were neither few nor inactive, nor unskilful, the event will sufficiently prove.
Trench could also make large reclamations, and several others. There is beside an unpleasant assumption of superiority in the book. An author who says that paganus means village, who makes ocula the plural of oculus, and who supposes that in petto means in little, is not qualified to settle Dr. Webster's claims as a philologer, much less to treat him with contempt.
The Government of the United States made repeated reclamations on behalf of its citizens, but these were answered by the perpetration of new outrages. Promises of redress made by Mexico in the most solemn forms were postponed or evaded.
The ambassador of the French Republic has no doubt that his reclamations will meet with the attention which they ought to excite, and that the police, moreover, will be vigilant enough to prevent similar scenes, which could not be renewed without producing the most serious consequences, the ambassador being firmly determined to repel with the utmost energy even the slightest insults, and accordingly much more so, such scandalous attacks.
This was not to ascertain whether the claim was just, to enforce which we had sent a fleet to Paraguay, but to constitute a commission to "determine," not the existence, but "the amount, of said reclamations."
Madrid occupied and begirt by forty thousand armed strangers, his title unrecognised by Murat, his weak understanding and tumultuous passions worked upon incessantly by the malicious craft of Savary, Ferdinand was at length persuaded, that his best chance of securing the aid and protection of Napoleon lay in advancing to meet him on his way to the capital, and striving to gain his ear before the emissaries of Godoy should be able to fill it with their reclamations.
Whatever you bring over that is liable to pay duty at the custom-house, if you take it back with you on your return to England, on producing the articles and the receipt of what you have paid, you can reclaim whatever you have disbursed; this particularly applies to carriages and to plate, only you must not neglect to demand a receipt at the time you pay, and to take care of it, as I have known many instances of persons losing them, and then their reclamations are useless.
It is necessary to state, however, that the documents, except certain lists of vessels captured, condemned, or burnt at sea, proper to facilitate the examination and liquidation of the reclamations comprised in the stipulations of the convention, and which by the 6th article France engaged to communicate to the United States by the intermediary of the legation, though repeatedly applied for by the American charge d'affaires under instructions from this Government, have not yet been communicated; and this delay, it is apprehended, will necessarily prevent the completion of the duties assigned to the commissioners within the time at present prescribed by law.
Here also, therefore, his reclamations moved no feeling favourable to himself; and the time was gone by when the French people would have been ready to take fire at so lawless an aggression upon their national rights: these Napoleon's tyranny had trampled down ere strangers dared to insult them.
