This is intended to set forth the fact that these avenging judgments were for the manifestation of the divine glory and that there was no access to the throne of God nor to his mercy-seat to alter them or to stay their execution. Such is the sublime scene presented to our view preparatory to the pouring out of the seven last great plagues.
Hence, when the priest came of old to God for mercy, he did use to come into the holy place with blood; yea, and did use to sprinkle it upon the mercy-seat, and before it, seven times. Take away the ark, and the mercy-seat will fall, or come greatly down at least. So take away Christ, and the flood-gate of mercy is let down, and the current of mercy stopped.
But since his acquaintance with Agnes, without his knowing exactly why, thoughts of the Divine Love had floated into his soul, filling it with a golden cloud like that which of old rested over the mercy-seat in that sacred inner temple where the priest was admitted alone.

Perhaps there may be a reference in Peter's mind to that incident, when he saw the 'two angels ... sitting, the one at the head, and the other at the feet, where the body of Jesus had lain. Perhaps, also, there floats in his mind some kind of reference to the outspread wings and bended heads of the brooding cherubim who sat above the Mercy-seat, gazing down upon the miracle of love that was manifested beneath them there.
Wherefore the laver of regeneration, or Christ set forth by the Word as crucified, is for all coming sinners to wash in unto justification; and the throne of grace is to be approached by saints, or as sinners justified by faith in a crucified Christ; and so, as washed from sin in the sea of his blood, to come to the mercy-seat.
Faith lays hold of that end of the promise that is next to us, to wit, as it is in the Bible; hope lays hold of that end of the promise that is fastened to the mercy-seat; for the promise is like a mighty cable, that is fastened by one end to a ship, and by the other to the anchor: the soul is the ship where faith is, and to which the hither end of this cable is fastened; but hope is the anchor that is at the other end of this cable, and which entereth into that within the vail.
This throne then is the mercy-seat, or throne of grace, to which we are bid to come; and, as you see, here is the angel, the high priest with his golden censer, and his incense, ready to wait upon us.
