One Gaius Manilius, an utterly worthless and insignificant man had when tribune of the people by his unskilful projects of legislation lost favour both with the aristocracy and with the democracy.
The Siege The consuls accordingly had by no means an easy task to perform, when they now found themselves compelled to commence a regular siege. Manius Manilius, who commanded the land army, pitched his camp opposite the wall of the citadel, while Lucius Censorinus stationed himself with the fleet on the lake and there began operations on the tongue of land.
It consisted of a series of discussions in six books on the origin and principles of government, Scipio being the principal speaker, but Lælius, Philus, Manilius, and other personages of like gravity taking part in the conversation.

Literature of all kinds was silent under the tyrant's gloomy frown, and the weak style of this last book seems to reflect the depressed mind of its author. The birth and parentage of Manilius are not known. That he was a foreigner is probable, both from the uncouthness of his style at the outset, and from the decided improvement in it that can be traced through succeeding books.

Cicero expressly instances Aratus as a man who, with scarce any knowledge of astronomy, exercised a legitimate poetical ingenuity by versifying such knowledge as he had. These various causes make Manilius one of the most difficult of authors.
