This time element forces us to still greater efforts to attain the full employment of our labor and our capital. The first duty of our statesmanship is to bring capital and man-power together. Dictatorships do this by main force. By using main force they apparently succeed at it for the moment.

Complete service to their country in this crisis may lead women to that economic freedom which will change a political possession into a political power. But the requirement is readiness to do, and to do well, the task which offers. Man-power must give itself unreservedly at the front. Women must show not only eagerness but fitness to substitute for man-power.

Powerful influences were again set to work to stamp out the German cult and to incline the minority of educated men who control the destinies of the country to see that their real interests could only lie with the Allies, who were beginning to export Chinese man-power as an auxiliary war-aid and who were very anxious to place the whole matter on a sounder footing.

Fritz played heavily on the back areas; we returned shell for shell, but no infantry action took place on either side during the eight days of Norman occupation. The enemy was concentrating his man-power for a Push with the opening of finer days, and we did not have an excess of men to waste after the heavy toll of the Cambrai stunt. The Ten Hundred were relieved for a brief rest.

Always night and day, the seemingly tireless leader moved about the camp encouraging, cursing, bullying, urging; forcing the utmost atom of man-power into the channels of greatest efficiency. For well the quarter-breed knew that his tenure of the Snare Lake diggings was a tenure wholly by sufferance of circumstances over which he, Lapierre, had no control.

"You are arguing on emotion and fear. Haven't you learned yet that the attacking side always loses more than the defense?" "That is a sweeping statement. It depends on relative man-power and gun-power. Given a superiority of guns and men, and attack is cheap. Defense is blown off the earth. Otherwise how could we ever hope to win?" "I agree.

Those elements of the population who least realise the gravity of the situation, and who are at the same time commercially interested in measures of armament or in military preferment, have not begun to shift forward beyond this position of magniloquence and resolution; nor is there as yet much intimation that they see beyond it, although there is an ever-recurring hint that they in a degree appreciate the practical difficulty of persuading a pacific people to make adequate preparation beforehand, in equipment and trained man-power, for such a plan of self-sufficient self-defense.

But if hope was bright in the East, it was pallid compared with the certainty of ultimate triumph which blazed from the West across the Atlantic; for on the 5th of that April of promise the great Republic, with a man-power, wealth, and potential force far exceeding those of any other of Germany's foes, entered the war against her and made her defeat unavoidable save by the suicide of her European antagonists.

So terrible is the condition of the country that it often takes a soldier an hour to cover a mile. What was once a smiling and prosperous countryside has been rendered, by human agency, as barren and worthless as the slopes of Vesuvius. Verdun, I repeat, was held not by gun-power but by man-power.

Add to this the enormous shortage of tonnage, machinery, and man-power, the total loss of her colonies, the shrinkage of available raw stuffs, and the depreciation of the mark. At the Conference the Americans maintained their ground. Invoking the principle laid down by Mr. Wilson and clearly formulated by Mr.
