Marseilles swarmed with soldiers; Lyon, Valence, Arles, even the smallest cities swarmed with soldiers, and this at the moment when the Allied offensive was just beginning. If France be nearing the end of her man-power, as some assert, she conceals it so that one would think she was at the beginning. From Marseilles we went to Lyon.

Russian generals were among the most skilful of strategists, and men like Ruszky, Alexeiev, Brussilov, and others would have been invincible had Russia's man-power been competently equipped.

Its business, while the army is still preparing, is to bring home to the Allies in every possible way the fact that America, with her hundred and ten millions of population, is in the war with them, eager to play the game, anxious to sacrifice as they have sacrificed, to give her man-power and resources as they have done, until justice has been established for every man and nation.

Germany, the state which beyond all others measures its strength by its fighting man-power, was most affected by this motive, which formed the chief theme of the colonial school among her politicians and journalists, and continued to be so even when the stream of her emigrants had dwindled to very small proportions. In a less degree, Italy was influenced by the same motive.

Busy times will soon come, and you won't get your meals regularly; you'll be living on coffee and anything that comes handiest; your house will grow untidy and not fit to live in. If you should be taken sick, there'd be no one to do for you. Lumbermen, hunters, and such fellows can rough it alone awhile, but I never heard of a farm being run by man-power alone.

What the future has in store we cannot see yet in detail; but the inevitable end is clear at last. The man-power of Germany is failing, and with it the insolent confidence of her military caste; the man-power of the Allies, and the gun-power of the Allies, are rising steadily. Russia is well launched on her return way to Warsaw, to Cracow, to East Prussia.

The world will emerge divided among a group of vast empires which will overshadow the lesser states. These empires will continue to regard one another with fear and suspicion, and to look upon their subject-peoples merely as providing the implements for a war of destruction, to be waged by cut-throat commercial rivalry in time of peace, and by man-power and machine-power in war.

Man-power is not available, woman-power is at hand. A new labor force always brings ideas and ideals peculiar to itself. May not women as fresh recruits in a land army stamp their likes and dislikes on farm life?

That order of things which is known on its political and civil side as the feudal system, together with that era of the dynastic States which succeeds the feudal age technically so called, was, on its industrial or technological side, a system of trained man-power organised on a plan of subordination of man to man.

Steam-power, horse-power, man-power, and water-power are good inventions, but nature has provided women with a moral power, in comparison with which all other powers are nothing; we may call it rattle-power.
