The conception of life which they hold has not yet expressed itself in social changes or legal enactment, but rather in a mental attitude of maladjustment, and in a sense of divergence between their consciences and their conduct.
The chief difficulty in adapting the psychoanalytic scheme to political thought arises in this connection. The Freudians are concerned with the maladjustment of distinct individuals to other individuals and to concrete circumstances. They have assumed that if internal derangements could be straightened out, there would be little or no confusion about what is the obviously normal relationship.
Thousands of these children, as we well know, the direct product of economic maladjustment, grow up every year in our great cities to pass from babyhood into the street arab, afterwards to become what they may, tramp, pauper, criminal, casual labourer, feeble-bodied, weak-minded, desolate creatures, incapable of strong, continuous effort at any useful work.
