The tinkle of the little bell on the desk of the Secretary of State which had begun to fill the jails of the North with her leading Democratic citizens did not have the same soothing effect on American lawmakers, however. These arrests were made without warrant and the victim held without charges, the right to bail or trial.
Many were in slavery; masters were cruel; and things were becoming daily worse, till just before the coming of Our Lord the world was in a terrible condition of misery and sin. Legislatures are not cheap, taken at their lowest valuation, and a special session, costing something like one hundred thousand of the people's dollars, is an extravagance before which a governor may well hesitate. This particular convocation of the Hoosier lawmakers, summoned easily enough by a stroke of the pen, proved to be expensive in more ways than one.
Who would now think of designating a parcel of serious savages "the praying Indians of Natick"? And yet there is a sound and a power about the words that would go far to convert the skeptical aborigines in their own despite. Why, there was something rich and nervous in the talk of the very lawmakers.
If lawmakers, in every instance, before their final decree, had the opinion of those who are to execute them, it would prevent a thousand absurd ordinances, which are solemnly made, only to be repealed, and lessen the dignity of legislation in the eyes of mankind.
