Men are the creatures of the time in which they live, and take their color from the conditions which surround them, as the chameleon does from the grass or leaves in which it hides. The rulers and lawmakers of 1776 could not cast off their provincial awe of the natives of England and Europe as they cast off their political allegiance to the British king.

Henry, feeling that it was not the lawmakers who were responsible, but the rich, careless, and sensual, who in their mastery over labor caused poverty, misery, and all suffering, sought with his bomb to destroy them.

"These things are the fruits of imbecility; but I am sorry to say there is no relief from them. We are a curious people, and do a great many curious things according to law, and leave a great many things undone that the law and lawmakers ought to do.

"Study the measure. I think you'll find it interesting. Introduce it in the House day after to-morrow. Our gallant lawmakers will be sleepy after the ball. That will wake 'em up." And yet without me, without my profession he was a helpless giant, at the mercy of those alert and vindictive lawmakers who sought to restrain and hamper him, to check his growth with their webs. How stimulating the idea of his dependence! How exhilarating too, the thought that that vision which had first possessed me as an undergraduate on my visit to Jerry Kyme was at last to be realized!

There is another section to "The Services of Supplies," and that is more important than the mechanic behind the pilot, more important than the man who assembles the motor trucks and the ambulances in France, more important than the ship-builders, more important than the lawmakers themselves, more important even than the President, more important than that great army of laborers which I saw in Pittsburgh, more important than the artists and the Red Cross workers, and that supreme and important part of the great "Services of Supplies" is the father and mother, the wife, the child, the home, the church, the great mass of the common thinking, feeling, suffering, praying, hoping people of America.
