Now, if experience shows, or is deemed by the law-maker to show, that somehow or other deaths which the evidence makes accidental happen disproportionately often in connection with other felonies, or with resistance to officers, or if on any other ground of policy it is deemed desirable to make special efforts for the prevention of such deaths, the lawmaker may consistently treat acts which, under the known circumstances, are felonious, or constitute resistance to officers, as having a sufficiently dangerous tendency to be put under a special ban.
By holding the representative responsible only to the people, and exempting him from all other influences, we elevate the character of the constituent and quicken his sense of responsibility to his country. It is under these circumstances only that the elector can feel that in the choice of the lawmaker he is himself truly a component part of the sovereign power of the nation.
In the late autumn of that year the young lawmaker set out for the national capital at Philadelphia, and there he arrived, after a journey of almost eight hundred miles on horseback, just as the triumphs of the Democrats in the recent presidential election were being duly celebrated.
A copy should be in the hands of every student, so he can discuss evolution with his teacher; and in the hands of every teacher, lawyer, doctor, minister, lawmaker or other professional man, of every parent whose children are liable to be taught the dangerous doctrine. It will be useful in removing error and in promoting the truth.
When he stood up and delivered his inaugural speech, he said this, "The intent of the lawmaker is the law." I give them something from one of the greatest lawyers that ever lived to think of awhile John Selden: "The only honest meaning of any word is the intent of the man that wrote it."
Our age is one of unprecedented responsibility. As Mr. Lippmann has so well said: Never before have we had to rely so completely on ourselves. No guardian to think for us, no precedent to follow without question, no lawmaker above, only ordinary men set to deal with heartbreaking perplexity. All weakness comes to the surface.
In a half-sense the two became partners; for while a lawmaker can be highly useful to a man of energy outside the halls of legislation, the converse is every inch as true.
"The present state of discontent throughout the country is solely owing to the shocking financial mismanagement of every Chancellor of the Exchequer and lawmaker since peace was signed. We won the war and the people who had been asked to make heroic sacrifices were simply expected to continue them afterwards as a matter of course.
The office of lawmaker should be the highest in the land, equaled in honor only by that of the minister of the gospel. In the old days, the two were combined with very good effect; but they seem to have drifted apart in more recent years. If politics are too corrupt for women, they are too corrupt for men; for men and women are one indissolubly joined together for good or ill.
Their troubles having now ceased, the Athenians began to think of making another and less severe code of laws. This time they chose as lawmaker a wise man called So´lon, a descendant of the noble Codrus; and he soon consented to tell them what to do. Solon was a studious and thoughtful man, and had acquired much of his wisdom by traveling, and by learning all he could from the people he visited.
