The fact is, we go on increasing our expenses for police, for criminal procedure, for jails and prisons, and we go on increasing the criminal class and those affiliated with it. And what do we gain by our present method? We do not gain the protection of society, and we do not gain the reformation of the criminal. These two statements do not admit of contradiction.

Some hoboes like to be caught by the watch-dogs especially in winter-time. Of course, such hoboes select communities where the jails are "good," wherein no work is performed and the food is substantial. Also, there have been, and most probably still are, constables who divide their fees with the hoboes they arrest. Such a constable does not have to hunt.

An unknown number were in county and city jails awaiting trial and serving out fines. Again, it must be remembered that this was simply the prison population on a single day, June 30, 1904. During 1904 there were, according to the census, 149,691 persons committed to prisons to serve sentences.

In a word, all the jails in Great Britain, from the capital, northwards, were filled with those unfortunate captives; and great numbers of them were crowded together in the holds of ships, where they perished in the most deplorable manner, for want of air and exercise.

That, with the view of relieving the owners and occupiers of the soil from any burthens that unfairly press upon them, we would recommend that the expense of jails, lunatic asylums, and criminal prosecutions shall no longer remain a charge upon landed property, and that, in future, all classes who derive an income out of land shall bear their equitable proportion of the taxation which affects it.

Special facilities are afforded to our Officers in visiting the prisoners, and in some of the jails printed notices are posted up by the authorities to the effect that any prisoner, previous to discharge, may communicate with the officers in charge of our Home, with a view to making a fresh start in life.

The governor then set all the malefactors in the numerous jails of Moscow at liberty, and, abandoning the city to them, withdrew at the head of the inhabitants, who had for some time been preparing the means of retreat at his suggestion. As a proof, he pointed to the fact that there were no criminals in the State, and that the jails were empty.

That religious intolerance even at a later date was practised in England, witness the twelve years' imprisonment of John Bunyan and the hundreds confined in jails throughout that country for not conforming to the established religion.
