No wonder these poor wretches were willing to sell their liberty to go to the New World! They had the assurance that whatever happened to them, their condition could not be altered much for the worse. In Virginia there was a chance of improvement, at home they were doomed to live lives of drudgery and misery. But not all the indentured servants came from this class.

Where a part of Richmond now stands, there stretched at that time a tract of fields and hills and a clear winding creek, held by a young planter named Nathaniel Bacon, an Englishman of that family which produced "the wisest, greatest, meanest of mankind." The planter himself lived farther down the river. But he had at this place an overseer and some indentured laborers.

The plebeians of Virginia, therefore, who began by being poor and ignorant emigrants, or indentured servants, to whom the planters accorded such privileges because it had never occurred to them that a plebeian can ever become anything else these men, unconsciously to themselves, perhaps, were on the road which leads to democracy.

Indentured Servants.% In the case of such as came voluntarily, carefully drawn agreements called indentures would be made in writing. The captain of the ship would agree to bring the emigrant to America. The emigrant would agree in return to serve the captain three or five years.

Meanwhile, however, Lord Dunmore issued his proclamation declaring free those indentured servants and Negroes who would join the English army, and in great numbers the slaves in Virginia flocked to the British standard.

The Viceroy also announced that the system of indentured emigration to Fiji and the West Indies against which Indian sentiment had begun to rebel was at an end, and that the problem of Indian education would be submitted to a strong Commission appointed, with Sir Thomas Sadler at its head, to inquire in the first place into the position of the Calcutta University, and he warmly invited the co-operation of Indians of all parties with the representative Committee under Sir Thomas Holland, then already engaged in quickening the development of Indian industries which, far too long neglected by successive governments, was at last receiving serious attention under the compelling pressure of a world-war.
