According to his standing as an apprentice a young man is assigned his place as a first, second, or third grade worker. Of course only men of unusual ability pass directly from apprenticeship into the first grade of the workers. So far as it can not be secured directly, and resort must be made to artificial incentives to secure it, I think that incentives can be found much more in keeping with the general spirit and purpose of education than the constant appeal to the commercial value of the grades being obtained.
