What Sovereign has more relatives to enrich, or services to recompense; more evils to repair, more jealousies to dread, more dangers to fear, more clamours to silence; or stands more in need of information and advice? Let it be remembered that he, who now governs empires and nations, ten years ago commanded only a battery; and five years ago was only a military chieftain.

I do not agree with you, however, when you would imply that aristocracy is preferable to royalty. If you suppose that wisdom governs the State, is it not as well that this wisdom should reside in one monarch as in many nobles? But we are led away by a certain incorrectness of terms in a discussion like the present.

They attend the legislative assembly to register the will of the people just as they receive it, and the people in reality governs directly. This is what is meant by the imperative mandate. Democracy has often considered it, but never with persistence. Herein it shows good sense. It has a shrewd suspicion that the imperative mandate is never more than a snare and a delusion.

That cannot be, for many good reasons, sooner than this time twelve months; we shall then exchange this strange and barbarous abode for Paris, where are many eligible convents, in which are entertained as sisters some of the noblest ladies of France; and there, too, in Una's marriage will be continued, though not the name, at all events the blood, the lineage, and the title which, so sure as justice ultimately governs the course of human events, will be again established, powerful and honoured in this country, the scene of their ancient glory and transitory misfortunes.

If so, then, as I have already urged, what is law in one State is not law in another. Or, if the resistance of one State compels an entire repeal of the law, then a minority, and that a small one, governs the whole country. Sir, those who espouse the doctrines of nullification reject, as it seems to me, the first great principle of all republican liberty; that is, that the majority must govern.

Why is it that when the giant struggle comes it should be Germany who governs your heart, it should be Germany who calls even to me?" Sir Alfred held out his hand. His eye had caught the clock. "Ronnie," he said, "have you ever wondered why in a flock of sheep every lamb knows its mother? Germany was the mother of our stock.

In those governments in which it is held that the people govern, the people governing do and must act in a diverse relation from the people governed, or there is no real government. Government is not only that which governs, but that which has the right or authority to govern. Power without right is not government.

You must not think that this force set them all moving; it only governs their movements, the earth pulling the moon to itself, and the sun in like manner pulling all the planets with gentle but resistless power, and keeping them all moving round himself their glorious centre. You will learn by-and-by what has been found out about the other planets.

"What are those great streets called?" said I. "Each is called," he replied, "by the name of the princess who governs it: the first is the street of Pride, the middle one the street of Pleasure, and the nearest, the street of Lucre." "Pray tell me," said I, "who are dwelling in these streets? What is the language which they speak?

Mi reina! and sometimes breaking through the formal etiquette that in Spain governs every separate action of life, and sets limits even to the sorrow of a King, he would clutch at the pale jewelled hands in a wild agony of grief, and try to wake by his mad kisses the cold painted face.
