"The appointment of an agent for every county and parish will create an immense patronage; and the expense of the numerous officers and their clerks, to be appointed by the President, will be great in the beginning, with a tendency steadily to increase. The appropriations asked by the Freedmen's Bureau, as now established, for the year 1866, amount to $11,745,000.
In the reports of officers of the Freedmen's Bureau, among the documents annexed to this, you will find frequent repetitions of the statement that the negro generally works well where he is decently treated and well compensated. Nor do the officers of the Freedmen's Bureau alone think and say so.
He introduced me to a lieutenant, in whose charge the freedmen's department was left, who took me to a number of barracks, where the sick and suffering were occupying bunks with a bed sack that had, when possible, been filled with hay, leaves, or husks. Congress has not recognized any of them, as we all know; and until Congress and the Executive do recognize them, let us make use of the Freedmen's Bureau, already established, to protect the colored race in their rights; and when these States shall be admitted, and the authority of the Freedmen's Bureau as a court shall cease and determine, as it must when civil authority is fully restored, let us provide, then, by other laws, for protecting all people in their equal civil rights before the law.

So apparent was the growth of radicalism that the President, alarmed by the attitude of Sumner and Stevens and their followers, began to fear for the Constitution and forced the fight. The passage of a bill on February 6, 1866, extending the life of the Freedmen's Bureau furnished the occasion for the beginning of the open struggle.
But dying as he did die, by the red hand of violence; killed, assassinated, taken off without warning, not because of personal hate, but because of his fidelity to Union and liberty, he is doubly dear to us and will be precious forever.
