They forget that in that regard enfranchisement itself may be precisely the stimulus needed to awaken interest, and while they are impressed with the danger of admitting ignorant and irresponsible, and perhaps corruptible voters to a voice in the government, they are apt to overlook the counterbalancing danger of leaving a section of the community outside the circle of civic responsibility.

It recognized the equality of all men before the law, and the duty of equal and exact justice; it pledged fidelity to the Union, to emancipation, to enfranchisement, and opposition to any re-opening of the questions settled by the new Amendments to the Constitution; it demanded the immediate and absolute removal of all disabilities imposed on account of the Rebellion; it declared that local self-government with impartial suffrage would guard the rights of all citizens more securely than any centralized power, and insisted upon the supremacy of the civil over the military authorities; it laid great stress upon the abuse of the civil service and upon the necessity of reform, and declared that no President ought to be a candidate for re-election; it denounced repudiation, opposed further land-grants, and demanded a speedy return to specie payments.

It would cease only when the relation between the deaths and births of slaves should be such that even the effects of enfranchisement would be counterbalanced. The whites and free men now form two-thirds of the whole population of the island, and this increase marks in some degree the diminution of the slaves.

'Depend upon it, Aminta he was not more than a boy then, and they say she aimed at her enfranchisement by plotting the collision, for his Yorkshire revenues are immense, and he is, you know, skilful in the use of arms, and Captain May has no resources whatever: penury! no one cares to speculate how they contrive! -but while that dreadful duelling and my lord as bad as any in his day-exists, depend upon it, an unscrupulous good-looking woman has as many lives for her look of an eye or lift of a finger as a throned Ottoman Turk on his divan.

That is the question which your Lordships will have to consider, when you come to the second reading of the bill. The principle of this measure is not reform, but the disfranchisement of some places and the enfranchisement of others, and also the granting of votes to large bodies of persons on a new qualification.

When they asked us to be silent on our question during the War, and labor for the emancipation of the slave, we did so, and gave five years to his emancipation and enfranchisement. To this proposition my friend, Susan B. Anthony, never consented, but was compelled to yield because no one stood with her. I was convinced, at the time, that it was the true policy.

Here the tortures of forcible feeding so overcame her reason it was alleged that she flung herself from an upper gallery, believing she would be smashed on the pavement below and that her death under such circumstances might call attention to the agony of forcible feeding and the reckless disregard of consequences which now inspired educated women who were resolved to obtain the enfranchisement of their sex.

This meant that the Government whips would not be put on to oppose the enfranchisement of women. Mr. Balfour replied to our memorial that it was a non-party question on which members of the Unionist Party could exercise individual freedom of action. Mr. Arthur Henderson, for the Labour Party, told us that it had already placed the enfranchisement of women on its programme.

From this sprang the vary ignorance and vice, which in the view of many lie in the way of their immediate enfranchisement. He it is, who has darkened their eyes and crippled their powers. And are they to look to him for illumination and renewed vigor! and expect "grapes from thorns and figs from thistles!" Heaven forbid!

Nor was this an exceptional case, many such appointments having been made, as an inevitable result of a peculiar enfranchisement in which there is no restriction, and where license stands for liberty.
