So the world is again faced with the problem of armed aggression. Powerful dictatorships are attacking an exposed, but free, area. What should we do? Shall we take the position that, submitting to threat, it is better to surrender pieces of free territory in the hope that this will satisfy the appetite of the aggressor and we shall have peace?
Strikes and lockouts, trades unions and employers' associations as they are now constituted and as they now operate, syndicalism and Bolshevism and proletarian dictatorships, protective tariffs and commercial spheres of influence, propaganda and subsidized newspapers are all energized by the principle of hate, and no good thing can come of any of them.
We refuse the European solution of using the unemployed to build up excessive armaments which eventually result in dictatorships and war. We encourage an American way through an increase of national income which is the only way we can be sure will take up the slack. Much progress has been made; much remains to be done. We recognize that we must find an answer in terms of work and opportunity.
This time element forces us to still greater efforts to attain the full employment of our labor and our capital. The first duty of our statesmanship is to bring capital and man-power together. Dictatorships do this by main force. By using main force they apparently succeed at it for the moment.
The violent derangement of the world’s equilibrium; the trembling that will seize the limbs of mankind; the radical transformation of human society; the rolling up of the present-day Order; the fundamental changes affecting the structure of government; the weakening of the pillars of religion; the rise of dictatorships; the spread of tyranny; the fall of monarchies; the decline of ecclesiastical institutions; the increase of anarchy and chaos; the extension and consolidation of the Movement of the Left; the fanning into flame of the smouldering fire of racial strife; the development of infernal engines of war; the burning of cities; the contamination of the atmosphere of the earth—these stand out as the signs and portents that must either herald or accompany the retributive calamity which, as decreed by Him Who is the Judge and Redeemer of mankind, must, sooner or later, afflict a society which, for the most part, and for over a century, has turned a deaf ear to the Voice of God’s Messenger in this day—a calamity which must purge the human race of the dross of its age-long corruptions, and weld its component parts into a firmly-knit world-embracing Fellowship—a Fellowship destined, in the fullness of time, to be incorporated in the framework, and to be galvanized by the spiritualizing influences, of a mysteriously expanding, divinely appointed Order, and to flower, in the course of future Dispensations, into a Civilization, the like of which mankind has, at no stage in its evolution, witnessed.
And they may have to fight also, it appears, against the abrogation of our existing constitution in favour of a system of quinquennial dictatorships. For that and nothing else is involved in the proposal to reduce the House of Lords to impotence and put nothing in its place. I am not concerned to represent the present constitution of the House of Lords as perfect.
People who are hungry and out of a job are the stuff of which dictatorships are made. In our day these economic truths have become accepted as self-evident. We have accepted, so to speak, a second Bill of Rights under which a new basis of security and prosperity can be established for all regardless of station, race, or creed.
