For my own part, I confess I have merely endeavoured to be impartial, and have not scrupled to give a preference to my own country where I believed it was due. I make no pretensions to that sort of cosmopolitanism which is without partialities, and affects to consider the Chicktaw or the Tartars of Thibet, with the same regard as a fellow-countryman.
The nation undowered with such an ideal, menaced with extinction or with a gradual depression to the rank of a protected nationality, passes easily, as in France and Holland and in the higher grades of Russian society, to the side of political and commercial indifferentism, of artistic or literary cosmopolitanism.
Indeed this cosmopolitanism of atmosphere serves best as a background, these alien types as a foil, for the native-born. For the Californians are a comely people. No traveler has failed at least no man has failed to pay tribute in passing to the Californian women. And they are beautiful. In that climate which produces bigness in everything, they grow to heroic size.
Marshall's nationalism rescued American democracy from the vaguer horizons to which Jefferson's cosmopolitanism beckoned, and gave to it a secure abode with plenty of elbowroom. Jefferson's emphasis on the right of the contemporary majority to shape its own institutions prevented Marshall's constitutionalism from developing a privileged aristocracy.
Mommsen thinks that he saw in them an effective leaven of cosmopolitanism and national decomposition, and to that intent gave them special privileges; but this seems a perverse reason to assign for the grant of the right to maintain in all its thoroughness their national life, and for their exemption from all Imperial or municipal burdens that would conflict with it.
These new Jews shrug their shoulders at that twaddle which has been the fashion among rabbis and literati for the last hundred years, and which boasts of a "Mission of Jewdom," said to consist in this, that the Jews must live forever in dispersion among the peoples in order to act as their teachers and models of morality, and to educate them gradually to pure rationalism, to a general brotherhood of mankind, and to an ideal cosmopolitanism.
'How can one write songs of hatred without hating? he said to Eckermann, 'and how could I, to whom culture and barbarism are alone of importance, hate a nation which is among the most cultivated of the earth and to which I owe so great a part of my own cultivation? This note, sounded in the modern world by Goethe first, will become, I think, the starting point for the cosmopolitanism of the future.
It is young, it is interesting, it is intelligent, it is emotional, it is cosmopolitan not the Bouillon Duval cosmopolitanism of the Newlyn School, but rather an agreeable assimilation of the Montmartre cafe of fifteen years ago. Art has fallen in France, and the New English seems to me like a seed blown over-sea from a ruined garden.
She had seen much of the world, and prided herself on cosmopolitanism; the one thing with which she could not dispense was intellectual society. This would be her second winter at Naples, but she gave her acquaintances to understand that Italy was by no means the country of her choice; she preferred the northern latitudes, because there the intellectual atmosphere was more bracing.
So great and genuine a man is not to be accused of a merely cynical cosmopolitanism; still, his cosmopolitanism is his weakness. That weakness is splendidly expressed in one of his finest poems, "The Sestina of the Tramp Royal," in which a man declares that he can endure anything in the way of hunger or horror, but not permanent presence in one place. In this there is certainly danger.
