The Council furnished the means of coordinating the industries of the country and getting them into touch with the executive departments of the government. State councils of defense were likewise organized to arouse the people to the performance of their share in the nation's work, to circulate information and to assist the several agencies of the federal government.

Some of them are concerned primarily with digestion, others with protection, while still others are exempt from these tasks and as sense-cells they devote all their energies to the reception of stimuli from without, or, beneath the outer sheet of cells of the two-layered body, they conduct impulses from one part of the animal to another, and thus serve as coordinating members of the community.

He could be imagined assembling the parts, dragging them in, checking them over, slamming the door, and "How on earth? What on earth?" There was a key to all these problems. There was a definite way of coördinating the parts of each. But what?

During the past four years, the Community has served as executive secretary of the Conference of Non-Governmental Organizations, the central coordinating body of non-governmental groups affiliated with the United Nations. The structure of the Bahá’í International Community reflects the principles guiding its work. It has escaped labelling as merely another special interest lobby group.

The problem of coördinating the national industries for the supply of the army was complicated by the military decentralization described in the preceding chapter, which President Wilson was not able to remedy before the final months of the war.
