The time has come when we must make clear choices choices between old programs that set worthy goals but failed to reach them and new programs that provide a better way to realize those goals; and choices, too, between competing programs all of which may be desirable in themselves but only some of which we can afford with the finite resources at our command.

Roosevelt made one of those happy choices which are a mark of his administrative ability in selecting as colonel Leonard Wood, an army surgeon whose quality he knew through common experiences in the West.

In this problem, Sobke's improvement was steady and fairly rapid, and in the eighth series, trials 71 to 80, only correct first choices appear. Consequently, seventy trials were required for the solution of the problem. This number is in marked contrast with Skirrl's one hundred and thirty-two trials.

Of course no records of the choices for this group of one hundred trials appear in table 9, for the simple reason that the animal inevitably and immediately entered the right box.

It never dreamed it possible that men sworn into its own citizenship, men drawn out of great free stocks such as supplied some of the best and strongest elements of that little, but how heroic, nation that in a high day of old staked its very life to free itself from every entanglement that had darkened the fortunes of the older nations and set up a new standard here, that men of such origins and such free choices of allegiance would ever turn in malign reaction against the Government and people who had welcomed and nurtured them and seek to make this proud country once more a hotbed of European passion.

Then Gudrun said, "It seems to me, Bolli, that Kjartan has given you two choices somewhat harder than those he gave Thorarin that you must either leave the countryside with little honour, or show yourself at some meeting with him a good deal less slow than you have been heretofore." The third day after Easter Kjartan rode from home with one other man, on the beach, for a follower.
